Preparing for RED IV – How can renewable energy deliver for heating, industry and rural communities?

As the European Union begins to reflect on its post-2030 energy framework, discussions are already emerging around the future revision of the Renewable Energy Directive (RED). RED III strengthened renewable energy deployment across the economy and set more ambitious targets, reinforcing the EU’s commitment to climate neutrality. At the same time, the policy landscape is evolving, with the European Commission reviewing the Governance Regulation, assessing progress towards 2040 climate objectives, and preparing new initiatives that will shape renewable energy deployment across sectors.

Despite this progress, challenges remain in ensuring that policy objectives translate effectively into implementation on the ground. Important questions persist regarding affordability for consumers, the decarbonisation of key sectors such as heating, industry and transport, and the impact on European industrial competitiveness. Addressing these issues will be essential to ensure that the energy transition remains both economically sustainable and socially inclusive.

Attention is also increasingly turning to areas where electrification alone may not provide the most effective or cost-efficient pathway. This includes industrial heat demand, rural and off-grid consumers, and the role that renewable fuels and other molecules can play alongside direct electrification. Emerging national approaches, such as renewable heat obligations, are contributing to the debate and raising questions about how EU-level frameworks can support diverse pathways while maintaining coherence across the single market.
