As the EU seeks to balance climate ambitions, energy security and industrial competitiveness, clean ammonia is emerging as a strategic component of the energy transition. However, challenges related to production costs, demand certainty, and infrastructure development continue to affect its deployment. Against this backdrop, policymakers are assessing how upcoming initiatives, such as the review of the Renewable Energy Directive and update of the EU Hydrogen Strategy can support the development of a competitive and resilient ammonia value chain in Europe. At the same time, the revision of the Emission Trading System should support European decarbonisation whilst increasing competitiveness of industry. In parallel, the Industrial Accelerator act and the Critical Chemicals Alliance will be key to identify lead markets and stimulate demand for clean ammonia products, including as a fuel.

Panel 1 - Developing Europe's clean ammonia supply - How can the EU remain competitive?

Ammonia production sits at the intersection of the EU's energy, climate, and industrial policy objectives. As policymakers prepare to review key elements of the renewable energy framework and update the EU Hydrogen Strategy, questions remain around how best to support the scale-up of clean ammonia production while maintaining a competitive industrial base.

Stakeholders continue to face challenges linked to the availability of affordable renewable and low-carbon hydrogen, regulatory complexity, permitting procedures, and the need for long-term investment certainty.

This panel will explore how the EU policy framework can support the scale-up of clean ammonia production and create the conditions for investment across the value chain. Questions to be addressed include:
- How can the Renewable Energy Directive review and Hydrogen Strategy update create a more enabling framework for clean ammonia production in Europe?
- What policy measures are needed to scale up affordable renewable and low-carbon ammonia production in Europe while maintaining industrial competitiveness?
- How can the EU balance decarbonisation objectives with the need to maintain domestic ammonia production and reduce strategic dependencies?

Panel 2 - Driving clean ammonia market uptake in Europe - What conditions are needed for growth?

The growth of clean ammonia in Europe will depend not only on increasing production, but also on creating sufficient and predictable demand. This is particularly relevant in established markets such as chemicals and fertilisers, where ammonia already plays a critical role. The Critical Chemicals Alliance has recognised ammonia as a critical molecule and is examining how lead markets and investment support can strengthen Europe’s chemicals sector, while the Industrial Accelerator Act aims to stimulate demand for low-carbon products and support industrial decarbonisation.

At the same time, new applications such as maritime will require infrastructure to connect supply with end users. The upcoming Alternative Fuels Infrastructure Regulation (AFIR) review provides an opportunity to consider how the EU can accelerate the deployment of alternative-fuel infrastructure for shipping, alongside the development of renewable and low-carbon bunkering infrastructure in EU ports.

This panel will explore the policy measures needed to support market uptake and accelerate the development of a European clean ammonia value chain. Questions to be addressed include:
- How can the IAA and CCA support lead markets for clean ammonia in chemicals and fertilisers?
- What measures are needed to provide stronger demand signals and reduce investment risk?
- How can AFIR and related EU policies support the infrastructure required for ammonia uptake in maritime transport?
