From pilot to scale: How can Europe create the right conditions for regenerative agriculture?

Regenerative agriculture is gaining attention as a way to improve soil health, strengthen biodiversity, increase resilience to extreme weather, and support more sustainable food production. Across Europe, farmers are adopting practices such as cover cropping, reduced tillage and crop diversification, while policymakers explore ways to support the transition. Initiatives including the EU Soil Strategy, the Nature Restoration Law, CAP reform discussions and the 2024 Carbon Removal and Carbon Farming Certification Framework highlight the growing focus on climate-smart farming and the role of agriculture in delivering the EU’s environmental objectives.

At the same time, interest in regenerative agriculture is growing across the food value chain. More farmers and companies are exploring new partnerships and investment models to support the transition and bring these practices to scale, to give consumers good quality products While momentum is building, questions remain about how regenerative agriculture should be supported, measured, and rewarded in the years ahead.

Farmers often face significant risks during the transition, including upfront costs and uncertain returns. Some argue that the EU needs a more enabling framework to encourage investment and innovation, while others stress the need for clear standards and safeguards to prevent greenwashing. At the same time, debates around carbon farming, sustainability claims and agricultural support continue to raise important questions about how to turn promising initiatives into lasting, large-scale change.
