Financing EU agriculture  after 2020: What future for the CAP?

The recent European Commission’s Communication on The Future of Food and Farming, published at the end of 2017, announced a shift away from a unified set of requirements decided in Brussels for the post-2020 Common Agricultural Policy. The new CAP wants to establish a system allowing EU countries and regions to fulfill EU goals with their own tailor-made policies.

However, the Communication gave no details on how much money would be available and if the budget would be affected by the UK’s withdrawal. The Multiannual Financial Framework revision will also have an impact on the post-2020 CAP.

The future CAP will therefore face several financing challenges while having to deliver for farmers. Several instruments are already available to farmers, such as loan funds, but are they sufficiently implemented? Moreover, EU farming is facing increasing pressure from external competitors that have developed strong market management tools or insurance schemes.

EURACTIV invites you to this high-level Forum to discuss the practical implementation of the new CAP and how to ensure it works for every citizen. Questions will include:
- Will the new CAP really be simplified?
- Does the new delivery method really address local challenges or does it risk “nationalising” the CAP?
- What impact will Brexit have on the new CAP budget?
- What role for technology in the new CAP? How will it be financed?
- Does the new CAP address the main challenges farmers face? What priorities still need to be addressed?
- How to ensure the CAP can support competition? What can the EU learn from its competitors?
