Closing the infrastructure and policy gaps in Europe’s mobility transition

The European Union has set ambitious climate and industrial goals, positioning battery electric vehicles (BEVs) as a cornerstone of its decarbonisation and competitiveness strategy. By 2030, around 45% of new vehicle registrations across the EU will need to be fully electric to stay on track for the Union’s climate targets, rising to 100% by 2035.
Five years into implementation, however, a clear gap has emerged between regulatory ambition and market reality. BEV penetration in the EU stands at around 15%, with major disparities between member states. While frontrunner countries such as the Netherlands, Denmark and Belgium have achieved strong uptake, others continue to lag behind. Uneven infrastructure deployment, diverging national support schemes and varying levels of consumer readiness highlight the difficulty of delivering a truly integrated Single Market for zero-emission mobility.
These structural differences risk creating market fragmentation and slowing the overall transition. At the same time, high energy costs, supply-chain dependencies and access to raw materials continue to shape Europe’s industrial resilience and competitiveness.
As the European Commission reviews CO2 standards for cars and vans, this stakeholder roundtable will bring together policymakers, industry leaders and experts to discuss how Europe can close existing gaps while broadening its approach to decarbonisation. The debate will explore how a more coherent Single Market – supported by diverse technologies and flexible regulatory tool – can accelerate progress toward the 2035 goals. Participants will also hear from BMW market CEOs in Belgium and Spain, offering contrasting on-the-ground perspectives from two markets at different stages of BEV adoption.
