EU CO? standards for cars and vans are set to tighten further, as the European Commission prepares new proposals on vehicle emissions and electrification. The rules are designed to accelerate the shift to zero-emission mobility, but they also raise concerns about costs, consumer demand, and the impact on the competitiveness of Europe’s automotive industry. Batteries, central to the EU’s transport, industrial, and decarbonisation strategies, are progressing to next-generation technologies such as solid-state batteries, offering a faster path to zero-emission mobility. At the same time, new discussions on clean-car targets for company fleets have exposed divisions among Member States, with some warning about uneven burdens and market fragmentation. This session will examine whether the current approach can deliver climate goals while keeping the sector competitive and ensuring a workable transition for manufacturers, governments, businesses and consumers.

Choosing the right fuel pathway is a complex decision, given long investment cycles for vessels and uncertainty about future rules and costs. At the international level, negotiations at the International Maritime Organization will play a key role in shaping global standards, while the EU is also looking at how clean-technology leadership could strengthen its shipbuilding industry. New concepts, including small modular nuclear reactors for maritime propulsion, highlight both the scale of innovation and the regulatory challenges ahead. This session will discuss how the sector can accelerate the transition to cleaner fuels while remaining competitive in a global market.

The EU is preparing a New Delivery Act to modernise postal and parcel rules, replacing the existing framework at a time when letter volumes are falling and e-commerce deliveries are rapidly increasing. The initiative aims to ensure reliable and affordable services while maintaining fair competition and strong consumer protection across the Single Market. At the same time, the rise of ultra-low-cost cross-border e-commerce, particularly from large online platforms shipping high volumes of small parcels into the EU, has intensified concerns about market distortions, environmental impact and uneven regulatory burdens. This session will explore how the new rules can adapt the delivery sector to changing demand while addressing competitive pressures and ensuring a level playing field for European operators.
