Financing Europe's future - Bridging the investment gap in an era of twin transitions

As Europe embarks on an ambitious path toward green and digital transitions, as well as improving productivity while strengthening EU security, the financing of these strategies has become a critical challenge for policymakers.
Achieving these EU goals requires increased private and public investments. However, the EU faces an investment gap of about €800 billion annually, as highlighted by Mario Draghi’s report.
One of the EU's initiatives to combat financial issues is the Capital Market Union (CMU), launched in 2015. CMU is designed to create a single market for capital to enhance investment and saving flows across the EU. However, stakeholders argue that capital markets are still fragmented and remain along the national border lines.
The situation is further complicated by the need to repay Next Generation EU grants, the COVID-19 recovery package at the centre of the new EU policy response, starting from 2028.
In the context of the Multiannual Financial Framework for 2028-2034, the new European Commission will have to navigate several critical financing challenges. These include implementing the recommendations from the Draghi and Letta reports, reforming the resources system with new revenue streams, and addressing the competitive pressures from major global powers.
