What lies ahead for new nicotine products?

As of 2022, the European Commission is evaluating the EU framework for tobacco control.
The evaluation, which is anticipated to conclude in late 2024, is mainly driven by the emergence of new nicotine products and the rapid innovation of the nicotine sector. This has led the Commission to question if the Directive remains fit for purpose: ensuring the smooth functioning of the internal market while taking a high level of public health protection into account, especially among youth.
While acknowledging the risks associated with potentially reduced risk products, some stakeholders from academia, the tobacco industry and EU citizen groups underline the harm reduction potential of these alternatives, emphasising the importance of scientific substantiation and evidence-based regulatory decisions.
Join this Euractiv Stakeholder Workshop to discuss the potential impact of a revised EU framework for tobacco control, and specifically what it would mean for potentially reduced risk products. Questions to be discussed include:
- Certain Member States claim to be enacting successful tobacco harm reduction strategies. What does this mean concretely? And how is it impacting the use of new products and the decline in combustible tobacco use rates?
- How can policymakers prevent youth access to novel nicotine products while still offering adult combustible tobacco users access to less harmful alternatives?
- What is the role that flavours play in new nicotine products?
