Circularity in the automotive sector - The end-of-life vehicles regulation proposal

The transition towards a circular economy is essential for achieving sustainable development and addressing environmental challenges across Europe and beyond. The automotive sector is currently undergoing significant changes in this direction.
Each year, more than six million vehicles in Europe reach the end of their life and are classified as waste. When end-of-life vehicles (ELVs) are not properly managed, they pose environmental risks and result in the loss of millions of tonnes of materials from the European economy. In response to these challenges, in July 2023 the European Commission proposed a new Regulation on end-of-life vehicles.
The proposed new rules cover the entire lifecycle of a vehicle, from its design and market entry to its final treatment at the end-of-life stage. One of the main goals of the regulation is to improve the circular design of vehicles, making it easier to extract materials, parts, and components for reuse and recycling.
Additionally, the new regulation sets out to ensure that at least 25% of the plastic used in vehicle manufacturing comes from recycled sources (of which 25% from recycled ELVs). It also aims to recover more and better-quality raw materials, including critical raw materials (CRMs), plastics, steel, and aluminium.
Join this Euractiv Stakeholder Workshop to discuss the path towards a circular economy for the automotive sector and explore how stakeholders can collaborate to ensure the successful implementation of the ELV regulation. Questions to be discussed include:
- What does a circular economy mean for the automotive sector, and how can a closed-loop system be effectively implemented within the industry?
- How can stakeholders from different sectors collaborate to form partnerships and drive adaptation to the new regulations? What good practices can be shared among original equipment manufacturers (OEMs)?
- What challenges and opportunities may arise from the proposed regulations, and what innovative solutions can help overcome these obstacles?
